The 'Forgotten Workforce' in Health & Safety Training

With less than a year to go for all site operatives and staff on MCG (Major Contractor Group) sites to be CSCS Health & Safety Qualified, contractors and sub-contractors will be looking to ensure that their workforce is 100% qualified with proof of qualification, or face staff being turned away from site as of 1st January 2004.

For the 1 million contract workers who are employed on site throughout the country, organising and obtaining their CSCS Health & Safety qualification will be down to the individuals, rather than the employers.

From Chain Person to Contracts Managers, the UK has the largest temporary workforce in Europe and in the past few years, more and more legislation has given contract workers greater employment rights such as holiday pay. Over 95% of Temporary Workers on site are employed on either Contract for Services (self employed) or Limited Company Basis so there is no-one dedicated to ensuring that their training or qualifications are up to date. The onus is on the contract workers themselves and in the case of training and qualifications, this can be both time consuming and costly, especially as they are only paid for the hours which they work.

In the case of the CSCS Health & Safety training and qualification, recent research by recruitment organisation, Hill McGlynn, found that 70% of its contract workers questioned did not believe that the CSCS scheme would be enforced in 2004. With no employer organising the application process and training, contract workers have become the "forgotten workforce" with many workers to busy earning a living to have the time to go through the application process.

Therefore, Hill McGlynn are offering to take the cost and administration away from the application process and allowing the worker to concentrate on passing the test by offering organise, administer and pay for all workers, whatever their position, to obtain their CSCS card.
